Article five of the Universal Delcaration of the Human Rights states that 'No one shall be subjected to toture or to cruel, inhuman or degrading treatment or punishment'.
Laws concerning torture go all the way back to the Universal Declaration of Human Rights, and there are many controversial views on it. And things like the ticking time bomb scenario are often used to justify things like waterboarding.
